The updated Delegation of Authority (DOA) agreement templates for the GEF Project Preparation Grants (PPG) and GCF Project Preparation Facility (PPF) have been uploaded. The updates made align with those made in the recently updated DOA master templates for the GEF and GCF full size projects.

The improved design of UNDP’s Implementation Tool for the UN Human Rights Due Diligence Policy is now available in the POPP. The improved design of UNDP’s Implementation Tool for the UN Human Rights Due Diligence Policy is now available in the POPP. The tool consists of a guidance document and a risk assessment form, making it easier for use by country offices and offering the following enhancements: 

  • The tool is user-friendly in a designed format with improved graphics;
  • Clearer distinctions on the key process steps and a few additional definitions are included;
  • The risk assessment form is now editable, so risk assessment can be completed in the document itself. A tabulation feature is also included whereby inserting the risk assessment scoring, the final tally will automatically tabulate. 

These design changes in the tool will make the implementation of the Human Rights Due Diligence Policy on United Nations support to non-United Nations Security Forces (HRDDP) and use of the tool easier for country offices.

Following the introduction of the new Portfolio Policy and the Portfolio Document Template, the On-Granting Provisions Applicable to the Implementing Partner template has been updated to reflect portfolio as a new delivery instrument.

The new Portfolio Policy introduces a new delivery instrument for UNDP to contribute to one or more country programme outcomes and engage one or more implementing partners to address system level challenges for strategic development results. The new Portfolio Policy introduces a new delivery instrument for UNDP to contribute to one or more country programme outcomes and engage one or more implementing partners to address system level challenges for strategic development results. The policy defines the key principles and requirements for the design, approval, implementation, monitoring, reporting, and evaluation of UNDP portfolios.

The new policy is accompanied by the Portfolio Document Template, the Portfolio Document Guidance, and the mandatory annexes for the Portfolio Document Template: the Portfolio and Project Risk Register; the Portfolio Board Terms of Reference; On-Granting Provisions Applicable to a non-UNDP Implementing Partner; the Portfolio Multi-Year Workplan; and the Portfolio Theory of Change.

Following the update of the GEF Project Document Template, the GCF Project Document Template has also been updated (version January 2024) to reflect the latest standard UNDP and GCF requirements.

The French and Spanish versions of the guidance document Considerations for South-South Cooperation Design, Implementation and Documentation have been published in paragraph 3 of the French and Spanish versions of the Multi-Country and South-South Cooperation Projects policy. Paragraph 3 of the Multi-country and South-South Cooperation Projects policy has been updated to include the guidance document: Considerations for South-South Cooperation Design, Implementation and Documentation which provides guidance for the formulation, activities, monitoring and evaluation of UNOSSC South-South projects. The guidance document aims to support teams wishing to explore one or more topics in the mainstreaming of South-South cooperation and is also linked in Step 1.0 of the Multi-Country and South-South Cooperation Projects Procedures.

The PCAT template has been updated to align with the Anti-Money Laundering and Countering the Financing of Terrorism policy. The updated PCAT, which includes the link to the Self Certification (Programming – Entities) template, is published in Step 3.0 of the Select Responsible Parties procedure and in Step 2.1 Opt of the Select Grantees procedure.
