The document offers guidance on how to use the CDR Bridge platform, including how to register implementing partners. The guide is also available in the POPP templates library (POPP-11-3234).

The CDR policy and procedures have been updated to reflect the new CDR Bridge Platform, a digital platform that will be used for certification and as a central repository for CDRs going forward. CDRs will automatically be generated from Atlas after closure of each quarter by OFM and the CDRs delivered to the platform without any manual intervention from UNDP Offices. Offices will b

May 07, 2020 -

The CDR policy and procedures have been updated to reflect the new CDR Bridge Platform, a digital platform that will be used for certification and as a central repository for CDRs going forward. CDRs will automatically be generated from Atlas after closure of each quarter by OFM and the CDRs delivered to the platform without any manual intervention from UNDP Offices. Offices will be required to review the CDRs in the new platform and have the option to send the reports electronically (via email), and have implementing partners certify the CDRs electronically in the platform. With the launch of the CDR Bridge, uploading of CDRs to the former SharePoint site is discontinued.

March 27, 2020 -

The International Commercial Terms (INCOTERMS) 2020 has been linked in step one of the Combined Delivery Report procedure table.

Differences between Incoterms 2010 and 2020: The Incoterms FCA (Free Carrier) now provides the additional option to make an on-board notation on the Bill of Lading prior loading of the goods on a vessel. • The costs now appear centralized in A9/B9 of each Incoterms rule. • CIP now requires at least an insurance with the minimum cover of the Institute Cargo Clause (A) (All risk, subject to itemized exclusions). • CIF requires at least an insurance with the minimum cover of the Institute Cargo Clause (C) (Number of listed risks, subject to itemized exclusions). • The Incoterms rules Free Carrier (FCA), Delivered at Place (DAP), Delivered at Place Unloaded (DPU) and Delivered Duty Paid (DDP) now take into account that the goods may be carried without any third-party carrier being engaged, namely by using its own means of transportation. • The rule Delivered at Terminal (DAT) has been changed to Delivered at Place Unloaded (DPU) to clarify that the place of destination could be any place and not only a “terminal”. • The Incoterms 2020 now explicitly shifts the responsibility of security-related requirements and ancillary costs to the seller."

The UNDP Corporate Planning System Navigation Guide was added to section 3 of the CDR main policy for instructions on how to upload the certified CDR and follow-up request to the CDR Library.

The Follow-up Request template was added to section 3 of the CDR main policy for use if no response is received from the Implementing Partner within 15 calendar days of the initial CDR Certification Request.

April 06, 2018 -

Section 1 of the Combined Delivery Report (CDR) main policy was updated to specify that quarterly reports cover cumulative expenses as follows: the 2nd quarter report covers expenses incurred from January to June; the 3rd quarter covers expenses incurred from January to September, and the 4th quarter covers expenses incurred from January to December.

The initial CDR Certification Request template was added to section 2 of the CDR main policy for use when sending the Certification Request to the Implementing Partner.

Step

Review preliminary Combined Delivery Report in the CDR Bridge Platform or in Atlas.

Verify that all financial information is complete and correct. Ensure the report is consistent with the annual work plan and Atlas project budget.

Make required adjustments, including rejection or correction of recorded expenses in Atlas before the quarterly/year-end closure of the ATLAS general ledger and submodules by OFM.

Step

Confirm CDR Report by Atlas Award is complete and accurate in the CDR Bridge Platform.

Explanatory Notes

The confirmation triggers an email to be sent to the implementing partner registered against the Atlas Award with a cover letter requesting the implementing partner to certify the CDR within 15 calendar days from the date the request is sent.

If no implementing partner was assigned to the Atlas Award, the CDR can be printed manually and mailed to the partner.

Certification is only mandatory for the 2nd, 3rd and 4th quarters.

Step

Certify CDR report in the CDR Bridge Platform

The CDR is certified (or rejected) by the implementing partner authorized official in the CDR Bridge platform. If CDR is rejected, the implementing partner enters comments in the CDR Bridge Platform explaining the rejection.

If the CDR was mailed to the partner, the certified hard copy is mailed back to UNDP.

Step

CDR Bridge platform sends an automated follow-up request to the implementing partner if no response is received within 15 calendar days of the initial request.

The follow-up request states that the CDR shall be deemed to have been accepted if no response is received within 15 calendar days from the date the follow-up request.

If the CDR certification was mailed to the partner, the follow-up request also needs to be printed and mailed to the partner.

Step

Receipt of certified CDR

If the CDR is certified in the CDR Bridge Platform by the implementing partner, the CDR is flagged green.

If no response is received within 15 days of the second request, the CDR is flagged blue and is deemed to have been accepted.

If a manual copy of the certified CDR was mailed back by the partner, it needs to be scanned and uploaded into the CDR Bridge Platform.

UNDP Programme staff should follow-up on rejected CDRs and take appropriate actions.

Step

The Q4 certified CDR is required by auditors as the basis for auditing expenses of nationally implemented projects.

OAI requires audit firms (service providers) who carry out HACT financial audits or DIM audits to include in their audit reports a copy of the signed CDR for Q4. Therefore, at year-end, offices should ensure all Q4 CDRs are certified.
