Framework of Accountability for Security 21 May 2026 Framework of Accountability for Security	The Framework of Accountability for Security policy has been updated to reflect the dissolution of the Security Management Group (SMG), as its functions were duplicative of existing actors and mechanisms, including the Security Office (SO), the Crisis Operations Group (COG), and the Senior Emergency Policy Team (SEPT). In crisis situations at Headquarters in New York, UNDP engages directly with UN system-wide crisis management structures through established roles, with the SO Director participating in the COG and senior UNDP leadership representing the organization at the SEPT. Framework of Accountability for Security 22 April 2025 Framework of Accountability for Security	The Framework of Accountability for Security policy has been updated to incorporate the role of the Bureau for Management Services (BMS) Director to:Reflect that the BMS Director is responsible for oversight of the Security Office. Ensure that the UNDP Framework of Accountability for Security is in line with the UNDP Delegation of Authorities policy which lists the BMS Director as the individual with delegated authority for security matters in UNDP Headquarters New York.Outline the role of BMS in providing support to the different units to ensure security is mainstreamed into p ... Framework of Accountability for Security 22 November 2024 Framework of Accountability for Security	The policy has been updated to reflect the following changes:The term ‘SFP’ (Security Focal Point) has been updated to ’ACSFP’ (Agency Country Security Focal Point) which is the accurate term for country-specific roles, as the term ‘SFP’ refers to the Director of the Security Office (SO). In paragraph 36 - a footnote has been eliminated to align with the requirements of the UNSMS (United Nations Security Management System) and of the UNDP Framework of Accountability for Security that assign day-to-day oversight of security to the ACSFP in the absence of a security professional. The ... The elimination of this footnote also aligns with best practices in crisis management and accountability requirements when there are both a security professional and an ACSFP in a duty station. The role ‘LSA’ (Local Security Associate) has been removed from the framework as those posts have been migrated to Country Office Security Associate (COSA) level positions. The UNDP Security Framework of Accountability (FoA) Explainer is also updated to align with the updated policy and is now available in French and in Spanish. Framework of Accountability for Security 27 September 2022 Framework of Accountability for Security	The United Nations Security Management System (UNSMS) requires that each UN entity maintains an internal Framework of Accountability (FoA) documenting individual roles, responsibilities, and accountabilities related to the security of their respective organizations. The recent revision of the UNDP Security FoA policy was undertaken to align with UNSMS policy updates. Consistent with this, the revised policy introduced the role of the senior most UNDP representative at the security area level and incorporates the role of programme and project managers in supporting Resident Representatives to ... The United Nations Security Management System (UNSMS) requires that each UN entity maintains an internal Framework of Accountability (FoA) documenting individual roles, responsibilities, and accountabilities related to the security of their respective organizations. The recent revision of the UNDP Security FoA policy was undertaken to align with UNSMS policy updates. Consistent with this, the revised policy introduced the role of the senior most UNDP representative at the security area level and incorporates the role of programme and project managers in supporting Resident Representatives to ensure security considerations are mainstreamed in planning processes. The revised policy supports and enables UNDP achieve its goals as established in the UNDP Strategic Plan and is in line with the UNSMS goal of enabling UNDP activities within acceptable levels of security risk.
