The purpose of TRAC 3 resources, aligned to UNDP’s Strategic Plan is to address crisis more holistically and effectively at an organizational level, as defined in UNDP’s Crisis Offer, by investing in UNDP’s efforts to support countries in anticipating, preventing, responding to and recovering from the impact of crisis and shocks; thereby ensuring continuous progress towards achieving the Sustainable Development Goals. TRAC 3 resources also serve as catalytic or seed funding for country offices to mobilize and secure additional resources for implementing development solutions to crisis and fragility.

The policy has been updated as follows:- Allocation and reporting processes have been simplified.
- Funding arrangements for Anticipation & Prevention and Protracted & Fragile contexts have been specified: TRAC 3 can only be allocated as part of an integrated resources envelope to support planning and immediate actions.
- The use of TRAC 3 funds was adjusted for both category 1 (formerly: assessments & coordination) and category 2, where funds allocated under category 1 can now be used to fund any immediately required action on a no-regrets basis, while category 2 funds continue to be allocated as seed funding for response programmes.
- A reporting template for Country Offices to report on the use of TRAC 3 funds has been added in Section 3 of the policy document.
