Internal Control Framework 5 December 2025 Internal Control Framework (ICF)	The Internal Control Framework Operational Guide has been updated to include (i) Quantum changes and clarifications that have occurred since the Guide was last updated in May 2023 and other points of user feedback received unrelated to Quantum; (ii) new sections on the Identity and Access Management (IDAM)/Quantum connection; the external access facility; and Quantum management reporting tools; (iii) additional annexes that provide either new content or a simplified view of prior content; (iv) better linkages between ICF roles and generic job descriptions; and (v) a more refined presentation o ... The Internal Control Framework Operational Guide has been updated to include (i) Quantum changes and clarifications that have occurred since the Guide was last updated in May 2023 and other points of user feedback received unrelated to Quantum; (ii) new sections on the Identity and Access Management (IDAM)/Quantum connection; the external access facility; and Quantum management reporting tools; (iii) additional annexes that provide either new content or a simplified view of prior content; (iv) better linkages between ICF roles and generic job descriptions; and (v) a more refined presentation of the Approving Manager role facets performed in offices and in the Bureau for Management Services (BMS)/Global Shared Services Centre (GSSC). The Guide has also been updated to reflect the outcomes of recent corporate initiatives to expand use of the Personnel Services Agreement (PSA) modalities, and in this regard, certain IDAM roles can now be assigned to non-staff personnel, including in the position administration process, which is further described in Section 8.5 of the Guide. Enterprise Risk Management 2 October 2025 Risk Management	Following the launch of the updated Enterprise Risk Management policy, the Managing Risks Across UNDP Programming and Operations: Guidance Note has been revised to reflect the updated risk escalation criteria and to provide more detailed explanations within the methodology sections.
Evaluation Policy 2 September 2025 Evaluation	The UNDP Evaluation Policy has been revised following consideration of the recommendations of the independent review of the UNDP evaluation policy (DP/2025/6) which, together with a management response (DP/2025/7) formulated by UNDP management and the Independent Evaluation Office, was presented to the Executive Board at its First Regular Session, 2025. The Executive Board approved the revised UNDP Evaluation Policy on 28 August 2025, at its Second Regular Session, 2025 (decision 2025/26).
Enterprise Risk Management 29 August 2025 Risk Management	As part of UNDP’s on-going efforts to enhance the Enterprise Risk Management framework across the organization, the Enterprise Risk Management policy has been updated to: Replace the ‘Three lines of defense’ model with the ‘Three Lines Model’ which includes the role of the Executive Board. Review and update the risk escalation criteria. Include ‘portfolio’ risk management in the policy. Update the roles and responsibilities of the Risk Committee.
Gifts Policy 2 July 2025 Ethics	The Gifts Policy has been updated in para. 12 to reflect an update to the designated UNDP Gifts Administrator.
