December 21, 2023 - The French and Spanish versions of the guidance document Considerations for South-South Cooperation Design, Implementation and Documentation have been published in paragraph 3 of the French and Spanish versions of the Multi-Country and South-South Cooperation Projects policy. The translated document is also linked in Step 1.0 of the French and Spanish versions of the Multi-Country and South-South Cooperation Projects Procedures. The document provides guidance for the formulation, activities, monitoring and evaluation of UNOSSC South-South projects and aims to support teams wishing to explore one or more topics in the mainstreaming of South-South cooperation.

November 03, 2023 - Paragraph 3 of the Multi-Country and South-South Cooperation Projects policy has been updated to include the guidance document: Considerations for South-South Cooperation Design, Implementation and Documentation which provides guidance for the formulation, activities, monitoring and evaluation of UNOSSC South-South projects. The guidance document aims to support teams wishing to explore one or more topics in the mainstreaming of South-South cooperation and is also linked in Step 1.0 of the Multi-Country and South-South Cooperation Projects Procedures.

January 18, 2023 - The policy and procedures have been updated to reflect UNDP's transition to its new cloud-based management platform Quantum in January 2023, replacing its previous ATLAS system.

December 14, 2021 - The project document template has been updated to reflect the following: 1. ‘Digital by Default’ is now embedded in project design;
2. Updates in the Risk Management section as follows:
• Updated definition of sexual harassment;
• Additional text added to ensure consistency with the principles of the then in force UNDP Anti-Money Laundering and Countering the Financing of Terrorism Policy.
• Updated link to the United Nations Security Council Consolidated Sanctions List;
• In the option for DIM implementation, additional text has been added to address: a) Obligations on sub-parties relating to SEA/SH; and b) Obligations of sub-parties relating to SES;
• In the option for UN Agency implementation, an additional sentence has been added on SEA/SH, as follows: “The Implementing Partner will ensure that its regulations, rules, policies and procedures are consistent with the principles of UNDP relating to SEA and SH requirements.”
3. The Project Organization Structure has been updated to provide clarity on oversight and implementation, including the Project Board ToR (as annex to the project document) and FAQ;
4. Capacity Assessment has been specified to include the Partner Capacity Assessment Tool (PCAT) as an annex to the project document;
5. Inclusion of On-Granting Provisions Applicable to the Implementing Partner (Grant Making Institution facilitating on-granting) as an annex to the project document, if applicable.
The updated Project Document template is included as hyperlink in Step 1.0 Prepare a project proposal and a multi-year workplan, and identify financial resources (including in-kind) for activities in Atlas.

June 17, 2021 - In order to assist offices in their costing and budgeting of project activities, PPM procedures “Prepare Fully Costed Budgets for Projects” have been added. These procedures provide guidance on how to budget direct and indirect costs including personnel and operating costs, as well services by UNDP offices to projects. They also provide a sample project budget template by activities and budget inputs and a sample timesheet template when estimating UNDP services to projects. Budgeting and costing requirements of the specific funding partners (EU, GEF and Global Fund) are also available here. These updates are reflected in Multi-Country and South-South Projects procedure step 3.1.

Quantum project type should be 'SSC/multi-country'.

Outputs designated to be delivered by different countries can share the same output name and be part of the same output in the IRRF. Each of these outputs, along with the specific activities and resources that each country/implementing partner is responsible for, should be set up under projects in the respective participating countries, along with separate multi-year workplans to ensure accountability.

Prepare fully costed project budgets to ensure that all anticipated programmatic and operational costs, including development effectiveness and implementation support arrangements are identified, fully costed in the budget.

This is done by the coordinating office and Bureau for Management Services/Office of Financial Management. The standard donor report template may be changed as needed in accordance with donor needs.

**Remaining procedures are similar to normal development projects; however, reporting, evaluation and management arrangements should be conducted jointly under the coordinating office.
