Summary of Changes

The Procurement Oversight and Procurement Review Committees policy has been updated to align with changes made to the Internal Control Framework Operational Guide in December 2025 which reflect the outcomes of corporate initiatives to expand the use of Personnel Services Agreement (PSA) modalities. The Procurement Oversight and Procurement Review Committees policy has been updated to include provisions for the inclusion of PSA contract holders as members of CAP Oversight Committees.

Summary of Changes

The Multiple Funding Lines for Positions policy has been reviewed with only minimal changes introduced. Prepare Fully Costed Budgets for Projects (Annex I) and the related policy Prepare Fully Costed Budgets for Projects, have been updated to align with paragraphs 13 and 14 of Executive Board DP/FPA/ICEFUNW/2024/1. Annex 1: Illustration Workload Study has also been updated with minor revisions. Step 2.0 of the Multiple Funding Lines for Positions procedure has been updated with the revised Guidelines on UNDP Country Office Workload Survey, incorporating the broader cost classification categories approved by the UNDP/UNFPA/UNICEF UN-Women Executive Boards following the Comprehensive Review of the Joint Cost-recovery Policy per DP/FPA/ICEFUNW/2024/1.

Harmonized Conceptual Funding Framework and Cost Recovery Methodology

Summary of Changes

Changes have been made to the Harmonized Conceptual Funding Framework and Cost Recovery Methodology policy. In 2024, the Executive Boards reviewed and approved the comprehensive joint cost-recovery policy, as outlined in document (DP/FPA-ICEF-UNW/2024/1), which supersedes the previous joint cost recovery policy and includes revised cost classification categories, effective 1 January 2026. Prepare Fully Costed Budgets for Projects (Annex I) and the related policy Prepare Fully Costed Budgets for Projects, have been updated to align with paragraphs 13 and 14 of Executive Board DP/FPA/ICEFUNW/2024/1.

Step 2.0 of the Planning and Paying for Delivery Enabling Services to Projects procedure has been updated with the revised Guidelines on UNDP Country Office Workload Survey, incorporating the broader cost classification categories approved by the UNDP/UNFPA/UNICEF UN-Women Executive Boards following the Comprehensive Review of the Joint Cost-recovery Policy per DP/FPA/ICEFUNW/2024/1. In addition, Step 3.1 of the Planning and Paying for Delivery Enabling Services to Projects procedure has been updated to introduce the UN DPC Prefinancing Exception Report in Quantum.
