Visual Guides

The Visual Guide to UNDP Cost Recovery provides an overall understanding of the procedures to recover costs for UNDP for delivery enabling services, general management support and UN agency services. The visual guide provides an overview of the process flow steps of all procedures, as well as the tools and guidance for cost recovery in UNDP with links to the relevant cost recovery resources in the POPP for each process flow step.

Delivery enabling services (formerly DPC) are when a project activity entails functions which require UNDP staff for effective execution, but full-time staff is not warranted, the project may source such services from UNDP staff not directly employed for the project, located in the Country Office, or in any other UNDP location. A project may also share personnel costs on any contractual modality for shared services in the office.

General Management Support (GMS) charges cover the costs to the organization that are not directly attributable to specific projects or services, but are necessary to fund the corporate structures, management and oversight costs of the organization.

UN agency services are services that UN entities may request from UNDP, driven by UN entities’ various needs at country, regional and global levels.

GMS Fee Set-up and Collection 20 March 2023 Cost Recovery from Programmes funded by Regular and Other Resources	Following the launch of zero-dollar invoices in the Quantum payables module to support cost-recovery including delivery enabling services (DES) costs (formerly known as direct project costs (DPC)) and replace former GLJE capabilities, the Guidance Note on GMS Setup in Quantum has been updated in step 2 of the procedures to reflect this.

GMS Fee Set-up and Collection 9 February 2023 Cost Recovery from Programmes funded by Regular and Other Resources	The Guidance Note on GMS setup in Quantum has been updated in procedure step 2 and step 6 to incorporate how to set up GMS share with COs for the global or regional projects, revising the GMS rate of a current project and impact of incorrect exchange rate applied to the GMS on payment in non-USD currency if using different Expenditure Item Date than the Invoice Date
Use of UPL and LPL 9 February 2023 Direct Project Costing	As GLJE will not be used in Quantum, references to GLJE have been removed from procedure step 8.
Common Services Project Management 16 January 2023 UN Agency Services	The policy has been updated to reflect UNDP’s transition to its new cloud-based management platform Quantum in January 2023, replacing its previous ATLAS system.
