The PCAT template has been updated to align with the Anti-Money Laundering and Countering the Financing of Terrorism policy. The updated PCAT template, which includes the link to the Self Certification (Programming – Entities) template, is published in Step 2.0 of the Select Implementing Partner procedure.

Selection of an Implementing Partner

Pending approval by Operations Group the quidelines will:

  • Offer instruction on selection of government coordinating agency (important in complex multi-partner arrangements where overall results depend as much on cohesion as on individual partners delivering on their commitments);
  • Acknowledge situations in which vertical funds pre-select implementing partners principle recipients/Global Fund, etc.);
  • Clarify the CSOs implementation and linkage to CSO toolkit checklist;
  • Clarify under what circumstances should UNDP sign a letter of understanding with an implementing partner;
  • Clarify further the project oversight role of a country office;
  • Describe in more detail the role of potential implementing partners in defining a programme to address conflicts of interest;
  • Clarify clearance procedures for direct implementation;
  • Explain the circumstances under which cash transfer arrangements should be modified;
  • Emphasize that audits should be harmonized with other United Nations agencies where applicable;
  • Clarify that national partners can be selected for regional programmes;
  • Clarify the role of inter-governmental organizations and non-government organizations as implementing partners and responsible parties.

​The new Partner Capacity Assessment tool was added to procedures steps 2.0 and 2.0 ALT, replacing other assessments that are part of the streamlined tool.

Design

The new Portfolio Policy introduces a new delivery instrument for UNDP to contribute to one or more country programme outcomes and engage one or more implementing partners to address system level challenges for strategic development results. The new Portfolio Policy introduces a new delivery instrument for UNDP to contribute to one or more country programme outcomes and engage one or more implementing partners to address system level challenges for strategic development results. The policy defines the key principles and requirements for the design, approval, implementation, monitoring, reporting, and evaluation of UNDP portfolios.

The new policy is accompanied by the Portfolio Document Template, the Portfolio Document Guidance, and the mandatory annexes for the Portfolio Document Template: the Portfolio and Project Risk Register; the Portfolio Board Terms of Reference; On-Granting Provisions Applicable to a non-UNDP Implementing Partner; the Portfolio Multi-Year Workplan; and the Portfolio Theory of Change.

​The following policies and procedures have been updated to reflect UNDP's transition to its new cloud-based management platform Quantum in January 2023, replacing its previous ATLAS system.
