The Accountability System Policy has been updated for coherence in alignment with other UNDP policies, and in consideration of reviews and observations by external oversight bodies.

UN Travel Documents and National Passport

Summary of Changes

The UN Travel Documents and National Passport policy has been updated in the ‘Roles and Responsibilities’ section to include ‘personnel services agreement holders’ and to remove the reference to the approval of the RR or of the Operations Manager since the role of certification has been delegated to General Operations/Bureau for Management Services. According to the Standard Operating Procedure (SOP) - Issuance of UN Travel Documents, proof of authorized travel is required, which is verified by the GO/BMS certifying officer.    

Step 2 and Step 6 of the Application for UN Laissez-Passer (UNLP) and UN Family Certificates (UNFCs) procedure, and Step 1 of the Application for UN Certificates (UNC) procedure have been updated to reflect the digitization of the travel application forms in UNall. The requirement to return certificates for cancellation is also included in a new Step 4 of the Application for UN Certificates (UNC) procedure.

Visas at Headquarters (New York)

Summary of Changes

The Visas at Headquarters (New York) policy has been updated in the ‘Responsibilities and Accountability’ section to reflect that the certifying officer is General Operations/Bureau for Management Services. Step 1 and Step 2 of the G-4 visa procedure and Step 1 of the G-5 visa procedure have been updated to reflect the digitization of the G4/G5 visa application forms in UNall. 

Project Cash Advance (PCA)

Summary of Changes

The Project Cash Advance (PCA) policy and procedure have been updated to clarify that the project cash advance limit is for one-time project activity regardless of the number of custodians. Minor editorial changes to the policy have also been implemented.

Relocation Shipment

Summary of Changes

The Relocation Shipment policy has been updated to align the lump sum amount of relocation shipment for all staff with an ICSC decision.

Internship

Effective Date

Summary of Changes

The Internship policy has been revised to specify that interns may apply and be considered for other positions at UNDP during the period of the internship. It is specified that multiple internships by the same individual are discouraged but a maximum of two may be allowed under certain conditions. It is clarified that certain terms and conditions for the internship remain for the full duration, and that the location, stipend, and remote or in-person nature of the internship cannot change during the course of the internship. The means by which the internship stipend is calculated has been provided. It is further clarified that while interns may benefit from Flexible Working Arrangements, they cannot utilize telecommuting outside the duty station.

Framework of Accountability for Security

Summary of Changes

The Framework of Accountability for Security policy has been updated to incorporate the role of the Bureau for Management Services (BMS) Director to:

  • Reflect that the BMS Director is responsible for oversight of the Security Office.  
  • Ensure that the UNDP Framework of Accountability for Security is in line with the UNDP Delegation of Authorities policy which lists the BMS Director as the individual with delegated authority for security matters in UNDP Headquarters New York.
  • Outline the role of BMS in providing support to the different units to ensure security is mainstreamed into programmatic matters.

Anti-Money Laundering and Countering the Financing of Terrorism Policy

Summary of Changes

The Operational Guide for the Implementation of the UNDP Anti-Money Laundering and Countering the Financing of Terrorism Policy (AML/CFT Policy) has been updated to incorporate adjustments in the Counterparty Information Form (CIF) – Entities by providing clarifications in the CIF’s footnotes, adding tick-boxes on beneficial ownership and a signature block, as well as a reference on the CIF’s confidentiality in the document’s footer.

Partner Personnel Services Agreement
