UN Travel Documents and National Passport

Summary of Changes

The UN Travel Documents and National Passport policy has been updated to remove references to the UN Volunteer (UNV) Identity Card, which is no longer issued.  The update further clarifies responsibilities for UN travel documents and provides more detailed guidance in the roles and responsibilities table, including requirements for authorized official travel, supporting documentation required for UN Certificate applications, and the return of active UNLPs and certificates upon expiration or separation from service, in alignment with the Standard Operating Procedure (SOP) - Issuance of UN Travel Documents. The template for transmitting documents has become obsolete and has therefore been removed from the forms section. 

The Application for UN Laissez-Passer (UNLP) and UN Family Certificates (UNFCs) procedure and the Application for UN Certificates (UNC) procedure have been updated to align with the revised policy. 

A new Application for Exceptional UN Laissez-Passer procedure has also been introduced to govern requests for Exceptional Red Laissez-Passer (Red LP) documents.

Change Control and Release Management Standards

Summary of Changes

The Change Control and Release Management policy has been updated to introduce significant changes to the tools, terminology, and approval workflows for managing ICT changes, reflecting the organization's transition from the Atlas/PHIRE system to the new Quantum platform and associated management tools. The policy has been modernized to support the new Quantum ecosystem, centralize processes into new dedicated tools, adjust governance structures by introducing a Change Advisory Board (CAB) to work alongside the existing Change Control Board (CCB), and elevate emergency change approvals to the Chief Information Officer (CIO).

Formulate Programmes and Projects

Summary of Changes

Step 5.0 ALT 2 of the Formulate Programmes procedure has been updated to incorporate the revised Direct Execution Modality (DEX) Approval Template to reflect the updated name of the BPPS/Quality and Impact Hub. The latter has also been updated in the Visual Guide to Programming: Programme Cycle and in the Portfolio Document Guidance. Additionally, Step 6 of Formulate Programmes procedure has been updated to incorporate the revised Country Programme Document Template, which aligns the template with the new Strategic Plan 2026-2029.

Appraise and Approve

Summary of Changes

The Programme (Cooperation Framework/Country or Regional Programme Document) procedure has been updated to incorporate the revised Programme Quality Assurance (QA) Assessment Template | United Nations Development Programme in Step 2 and the New Country Programme Clearance Form in Step 3. These technical revisions align both documents with the new Strategic Plan 2026-2029 and reflect the updated name of the BPPS/Quality and Impact Hub within the clearance form itself, as well as in the procedure's explanatory notes for Step 3 and in paragraph 14 of the Appraise and Approve policy.

Manage Change

Summary of Changes

Step 4.0 ALT of the Programme Revision procedure has been updated to incorporate the revised New Country Programme Clearance Form. These technical revisions align the form with the new Strategic Plan 2026-2029 and reflect the updated name of the BPPS/Quality and Impact Hub, which has also been updated within the procedure's Step 3 and Step 4.0 ALT. Step 1 of the Programme Extension procedure has been updated to incorporate the revised Routing and Clearance Form for Extensions of Country Programmes to reflect the updated name of the BPPS/Quality and Impact Hub within the clearance form itself, as well as in paragraph 3 of the Manage Change policy and in the Visual Guide: Provide Oversight for Programmes.
