Duties and Obligations and Disciplinary Measures and Appeals sections of Human Resources Management chapter have been updated to incorporate the latest revision of the UNDP Legal Framework for Addressing Non-compliance with UN Standards of Conduct, UNDP Policy for Protection against Retaliation and UNDP Policy on Workplace Harassment and Abuse of Authority.

The main purpose of this revision is to align the Legal Framework with the new system of administration of justice that was launched on 1 July 2009 and to provide additional clarifications on existing procedures on protection against retaliation. Key issues incorporated in this revised version, which emanate from the reform of the administration of justice, are the following:

  • A new procedure relating to the imposition of disciplinary measures, following the abolition of the Disciplinary Committee;
  • The new disciplinary measures that can be imposed on staff members;
  • The new formal system of appeal, consisting of a first-instance UN Dispute Tribunal and a second-instance UN Appeals Tribunal;
  • A new Office of Staff Legal Assistance, as the Office mandated to assist staff following the abolition of the Panel of Counsel.

The UNDP ICT Standards policy has been updated to reflect the following revisions:

  • Operating Systems: Windows 11 is now standard; Windows 10 is discontinued. Mac OS requirements updated to Ventura 13.
  • Hardware Requirements: Minimum RAM is increased to 16GB. Battery life requirement is set to 4 hours. Laptops now require a warranty.
  • Mobile Devices: Updated Android and iOS minimum requirements.
  • Software and Applications: Opera added as an acceptable browser. Zoom removed for instant messaging and calls.
  • Cloud and Network Security: Resources must meet Microsoft's cloud security benchmarks. Separate VLAN for third-party network services.
  • Printers and Connectivity: New devices must support cloud-based print management. Starlink added as backup connectivity option.
  • Server Infrastructure: Emphasis on Zero-trust architecture. Local servers must be declared in the ICT Registry portal.
  • ICT Standards for UN House Set-ups: Lead ICT agency to set up a VLAN for UNDP use.
  • Staff and ICT Staff Ratio: More flexibility for larger country offices on staff-to-ICT staff ratio.

ICT Support services- section updated 5. Online Subscriptions and Cloud Services section added 6. Application development standards– section added 7. Assets Disposal section added 8. Azure cloud subsection added 9. Guidance on the use of MS Azure Annex added.

The UN Travel Documents and National Passport policy has been updated in the ‘Roles and Responsibilities’ section to include ‘personnel services agreement holders’ and to remove the reference to the approval of the RR or of the Operations Manager since the role of certification has been delegated to General Operations/Bureau for Management Services. According to the Standard Operating Procedure (SOP) - Issuance of UN Travel Documents, proof of authorized travel is required, which is verified by the GO/BMS certifying officer.    ...

Step 2 and Step 6 of the Application for UN Laissez-Passer (UNLP) and UN Family Certificates (UNFCs) procedure, and Step 1 of the Application for UN Certificates (UNC) procedure have been updated to reflect the digitization of the travel application forms in UNall. The requirement to return certificates for cancellation is also included in a new Step 4 of the Application for UN Certificates (UNC) procedure.

The Travel and Transportation Section, Division of Administration, United Nations Department of Operational Support has updated the UNLP application form as the TTS.2 Supplementary form is no longer required. The updated TTS.2 (12-23) - English (for UNLP) and TTS.2 (12-23) - French (for UNLP) form is published in the Templates and Forms list on page 3 of the policy and in Step 2 of the Application for UN Laissez-Passer (UNLP) and UN Family Certificates (UNFCs) procedure.

The Travel and Transportation Section, Division of Administration, United Nations Department of Operational Support has updated the UNLP application form and combined it with the TTS.2 Supplement Form. The updated TTS.2 (5-23)-E (for UNLP) form is published in the Templates and Forms list on page 3 of the policy and in Step 2 of the Applications for UN Laissez-Passer (UNLP) and UN Family Certificates (UNFC).

​Section 3.0 (procedures) has been updated to reflect the introduction of the UNall Service Portal. Changes were made to steps 2, 3, 4, 5 and 6 of the Application for UN Laissez-Passer (UNLP) and UN Family Certificates (UNFCs) procedure. Additionally, changes were made to steps 1 and 2 of the Application for UN Certificates (UNC) procedure.

​The United Nations Travel Documents Programme (UNTDP) within the Travel and Transportation Section (TTS) of the Department of Operational Support (DOS) has issued an amendment to “Standard Operating Procedure for the Issuance of United Nations Travel Documents” (SOP). Updated guidance for the provision of ‘Red Laissez-Passers Without Insert’ (referred to as Exceptional Red Laissez-Passers or ERLPs) is outlined in the new SOP. A submission template for ERLP requests is provided. RRs at the D1 level or below will not receive a red UNLP unless the request is signed off by the UNDP Administrator ...
