Financial Resources Management chapter has been updated with procedures for UNFCU Share Account Management . The procedures cover the services offered by UNDP to locally recruited staff opting to take deductions from local currency salary, convert them to US Dollars, and have them paid into a savings account held by UNFCU in New York in their name. This service provided by UNDP is limited to salary and does not cover other types of remuneration (e.g., DSA, shipment compensations, etc.). The UNDP-supported Guarantees policy has been approved for a five-year pilot period, and includes credit guarantees and procurement guarantees, which were previously assessed as areas of high demand and thus prioritized for the first phase of implementation. UNDP-supported Guarantees must be part of broader development interventions in DIM and CO-support to NIM projects and be fully donor funded. The pilot policy will enable UNDP to leverage guarantees in a prudent manner to incentivize sustainable/SDG-aligned investments in line with its ambition to leverage public finance and mobilize private finance for the SDGs. In addition, it will open new partnership venues and strengthen UNDP’s ability to act as an integrator across the UN development system. EXPAND

The UNDP Legal Framework for Addressing Non-Compliance with UN Standards of Conduct has been updated to reflect the following changes: (1) Deleting the reference to Resident Coordinators; (2) Updating the name of BMS/OLS and BMS/OHR; (3) Expanding the existing requirement to inform victims of harassment to include victims of sexual exploitation and abuse; (4) Clarifying the general obligation to report allegations of misconduct; (5) Clarifying that where the subject has separated from service after being charged with misconduct but before the imposition of a disciplinary sanction, BMS/OLS may... The UNDP Legal Framework for Addressing Non-Compliance with UN Standards of Conduct has been updated to reflect the following changes: (1) Deleting the reference to Resident Coordinators; (2) Updating the name of BMS/OLS and BMS/OHR; (3) Expanding the existing requirement to inform victims of harassment to include victims of sexual exploitation and abuse; (4) Clarifying the general obligation to report allegations of misconduct; (5) Clarifying that where the subject has separated from service after being charged with misconduct but before the imposition of a disciplinary sanction, BMS/OLS may include the matter without the subject’s response to the charges if the subject fails to provide their response within the deadline. The Legal Framework was revised to incorporate developments and lessons learned from the practice of handling allegations of misconduct. Duties and Obligations and Disciplinary Measures and Appeals sections of Human Resources Management chapter have been updated to incorporate the latest revision of the UNDP Legal Framework for Addressing Non-compliance with UN Standards of Conduct, UNDP Policy for Protection against Retaliation and UNDP Policy on Workplace Harassment and Abuse of Authority.... Duties and Obligations and Disciplinary Measures and Appeals sections of Human Resources Management chapter have been updated to incorporate the latest revision of the UNDP Legal Framework for Addressing Non-compliance with UN Standards of Conduct, UNDP Policy for Protection against Retaliation and UNDP Policy on Workplace Harassment and Abuse of Authority. The main purpose of this revision is to align the Legal Framework with the new system of administration of justice that was launched on 1 July 2009 and to provide additional clarifications on existing procedures on protection against retaliation. Key issues incorporated in this revised version, which emanate from the reform of the administration of justice, are the following: - A new procedure relating to the imposition of disciplinary measures, following the abolition of the Disciplinary Committee; - The new disciplinary measures that can be imposed on staff members; - The new formal system of appeal, consisting of a first-instance UN Dispute Tribunal and a second-instance UN Appeals Tribunal; -A new Office of Staff Legal Assistance, as the Office mandated to assist staff following the abolition of the Panel of Counsel.
