The policy and procedures have been updated to reflect UNDP’s transition to its new cloud-based management platform Quantum in January 2023, replacing its previous ATLAS system.

​The Receivables and Expenditures process of Finance Chapter has been updated to reflect  procedures for management of US Government issued Letters of Credit for funding of UNDP projects.

​The US Letter of Credit (LOC) Agreements policy and accompanying guidelines have been updated as follows:For USAID, there are sometimes contributions to support GEF, Covid-19 and other activities. The policy and related guidance previously limited funds to fund codes 30000 and 16610 for LOC contribution. Therefore, the policy and related guidance were updated to include fund codes for these other activities.The DUNS number: 793511262 was replaced with DUNS number: 645521498. ​The US Letter of Credit (LOC) Agreements policy and accompanying guidelines have been updated as follows:

  • For USAID, there are sometimes contributions to support GEF, Covid-19 and other activities. The policy and related guidance previously limited funds to fund codes 30000 and 16610 for LOC contribution. Therefore, the policy and related guidance were updated to include fund codes for these other activities.
  • The DUNS number: 793511262 was replaced with DUNS number: 645521498. DUNS: 645521498 is the official DUNS number for UNDP which is used by UNDP Business Units applying for a USAID Grant.


  • The Financial Resource Management chapter has been updated with the revised procedures for trust fund management, including revised TOR for trust fund manager and clarification of UNDP roles and responsibilities when acting as Administrative agent and/or Participating UN organization.The revision is based on “The UNDG guidance on joint programming and multi-donor trust funds” of 12 March 2010 and ”UNDP’s accountability when acting as Administrative Agent in Multi-Donor Trust Funds, One UN Funds and/or UN Joint Programmes using the pass-through fund management modality.” The revised pro ...

    The revision is based on “The UNDG guidance on joint programming and multi-donor trust funds” of 12 March 2010 and ”UNDP’s accountability when acting as Administrative Agent in Multi-Donor Trust Funds, One UN Funds and/or UN Joint Programmes using the pass-through fund management modality.” The revised procedures will provide for efficiency gains by standardizing the policy and providing guidance based on lessons learned from existing multi donor trust funds and the Delivering as One pilots.

    The policy on pipeline has been updated to inform that pipeline is now tracked and managed in Quantum+ UNITY – “Partnership Opportunities” module. As a result, the pipeline is referred to as “Quantum+ Opportunity” and given a unique Opportunity ID. The non-core and XB (extra-budgetary) projection are now run in Quantum+ UNITY, with the adjusting factor being linked to the level of maturity of the respective pipeline. Pipeline/Quantum+ Opportunity is identified by a Maturity Stage. The Maturity Stage allows the user to define a level of Probability (as a percentage), that the pipeline/Quantum+ Opportunity will result in a signed financing agreement and project document, if applicable. 

    Resource Mobilization Forecast Reports across UNITY uses this adjustment factor to present both the Target Funding and calculate the Expected Funding based on the Maturity Stage and Probability of the Opportunity at the time the report is run.

    Quantum+ UNITY “Partnership Opportunities” module captures and manages pipeline at the unit level as well as for corporate analysis.  The Quantum+ UNITY “Partnership Opportunities” module captures key information about pipeline/Quantum+ Opportunities, including brief description, maturity stage, implementing and funding partners, target funding (budget), sources of funding, approximate signature date, external partner contacts involved in the negotiations, currency, email communications, documents, related CPD output and more. Please refer to the Pipeline Management Guidelines and to Project Management Pipeline Management for more details.
