The Designation and Responsibilities of Signatories policy document, as well as the Delegation of Signatories procedure and the Designating Signatories for Zero Balance Accounts procedure have been updated to clarify who transactional signers are and that a UNDP bank account without any transactional signers can be allowed under UNDP’s Financial Regulations and Rules.

This update is to alert all UNDP country offices and business units that following the introduction of the I-PSA and the N-PSA which replaced all international and local individual contracts as of 31 March 2022, except those which are of lumpsum deliverable-based arrangements, the use of individual contracts is restricted to lump-sum deliverable-based arrangements only. However, the Individual Contract policy is still available in its current form, covering both daily and lump-sum based individual contracts for use by all other UN Agencies until 31 December 2024.

Paragraph 3 of the Multi-country and South-South Cooperation Projects policy has been updated to include the guidance document: Considerations for South-South Cooperation Design, Implementation and Documentation which provides guidance for the formulation, activities, monitoring and evaluation of UNOSSC South-South projects. The guidance document aims to support teams wishing to explore one or more topics in the mainstreaming of South-South cooperation and is also linked in Step 1.0 of the Multi-Country and South-South Cooperation Projects Procedures.
