The Performance Security Form is now available in Spanish

The policy has been updated to reflect UNDP's transition to its new cloud-based management platform Quantum/UNall in January 2023, replacing the use of the ACP online site. Quantum has integrated procurement processes with UNall, with procurement oversight review incorporated in the workflow of the procurement process.

The Vendor Sanctions policy is now available in French and Spanish.

The General Terms and Conditions for Contracts (for Goods and/or Services) have been updated to reflect the following changes:

  • Replacement of two hyperlinks inside the document;
  • Some changes to the data protection clause that are implemented across the board (Art 20);
  • Fixing some cross references inside the document; 
  • Small editorial changes.

The General Terms and Conditions for Contracts (for Goods and/or Services) have been updated to reflect the Personal Data Protection and Privacy Policy. All new changes in this regard are limited to Articles 19, 20 and 31.1 and Article 28.1 and the updated document is linked in the Templates/Forms/Links section at the end of the General Considerations of Contracting policy document and is also published in the Related Documents section of the General Considerations of Contracting policy page. 

This update is to alert all UNDP country offices and business units that following the introduction of the I-PSA and the N-PSA which replaced all international and local individual contracts as of 31 March 2022, except those which are of lumpsum deliverable-based arrangements, the use of individual contracts is restricted to lump-sum deliverable-based arrangements only. However, the Individual Contract policy is still available in its current form, covering both daily and lump-sum based individual contracts for use by all other UN Agencies until 31 December 2024.

The Individual Contract Offeror's Letter to UNDP Confirming Interest and Availability Template has been updated with provisions on statement of health, conflict of interest and has been aligned with the provisions of the Anti-Money Laundering and Countering the Financing of Terrorism Policy.

The Contract Face Sheet (Goods and/or Services), the General Terms and Conditions for Contracts (for Goods and/or Services) and the General Terms and Conditions for Institutional (de minimis) Contracts (Services) have been updated incorporating provisions on Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) to align with the AML/CFT policy. Substantively, the main updates are (i) the inclusion of the Direct Review Process for cases that are deemed not to require a deliberative process; (ii) the clarification of the definition of a UNDP Vendor, providing for an exception under which the VRC may potentially consider cases concerning companies and individuals that do not fall under this category; and (iii) the inclusion of Sexual Exploitation and Abuse (SEA), Sexual Harassment (SH), Human Trafficking ...

​Paragraphs 20 and 22 of the policy have been updated to align with the already published provisions on Micro-purchasing that is now processed in Quantum.
