Summary of Changes

Following the launch of the new platform for the Social and Environmental Standards Procedures (SESP) and the Project Quality Assurance in Quantum+ (under Risk Tools) the Social and Environmental Standards procedures have been updated, as follows: Step 1.0 Conduct Social and Environmental Screening to identify potential social and environmental risks, including dispute risks - The new Social and Environmental Screening Procedure (SESP) (Quantum+) link and the new SESP User Guide (Quantum+) have been added.

Summary of Changes

Following the launch of the new platform for the Social and Environmental Standards Procedures (SESP) and the Project Quality Assurance in Quantum+ (under Risk Tools) the Close and Transition (Projects) Procedures have been updated, as follows: Step 3.0 Conduct a final project review, including the final report, project closure quality assessment and project closure budget - The new Project QA Closure (Quantum +) link and the Project QA - Closure User Guide (Quantum+) have been added.

Enterprise Risk Management

Summary of Changes

The Enterprise Risk Management (ERM) policy has been amended to introduce text to the policy regarding: (i) a Corporate Vetting Committee (the Risk Committee), relating to the implementation of the Anti-Money Laundering / Countering the Financing of Terrorism (AML/CFT) policy; (ii) the Senior Designated Officer (SDO) and Chief Risk Officer; and (iii) a revised Summary Table of UNDP Risk Management Roles and Responsibilities. The policy amendments also include text to emphasize the need for coherent and harmonized approach across UNDP’s programme and operations on risk management.

Summary of Changes

Following the launch of the new platform for the Social and Environmental Standards Procedures (SESP) and the Project Quality Assurance in Quantum+ (under Risk Tools) the Development Project procedures have been updated, as follows:

Step 1.0 Appraise the quality of the project in the local project appraisal committee - The new Project Quality Assurance (QA) Design and Appraisal (Quantum +) link and the Project QA Design and Appraisal User Guide (Quantum +) have been added.

Step 2.0 Update and approve the final quality assurance report in the Corporate Planning System - The new Project Quality Assurance (QA) Design and Appraisal (Quantum +) link and the Project QA Design and Appraisal User Guide (Quantum +) have been added.

Step 5.0 Apply the Gender Output Markers and activate the project in Quantum - The Gender Marker has been replaced with Output Markers and Atlas - Project ID has been replaced with Quantum – project number.
 

Step 7.0 Initiate the project - Atlas has been replaced with Quantum.

Summary of Changes

The GEF Project Document template has been updated (version May 2023) to reflect the latest UNDP and GEF requirements. The main changes relate to:

UNDP standard requirements 

1. Clauses added and/or updated to ensure consistency with the principles of the UNDP AML/CFT policy, the definition of sexual harassment, the UN Security Council Consolidated Sanctions List and to address obligations on sub parties relating to SEA/SH and SES.

2. Digital Solutions/Technology considerations were embedded in the guidance

 GEF-specific requirements 

3. Key GEF dates and deadlines were updated and the legal terms and conditions as set out in the GEF CEO Endorsement Letter were reflected

4. Requirements and approval of Constructions works were updated

5. Additional guidance on safeguards and co-financing requirements was added

6. Project Extension guidance, clause on on-granting, procurement guidance and the annexes were updated

A straightforward change in paragraph 98 has been made to maintain coherence. The Director, OIMT will make a statement of compliance. Streamlined content with ISO standards. Procedures have been created under 3.0 for step-by-step guidance for user access management.
