Following the launch of the new platform for the Social and Environmental Standards Procedures (SESP) and the Project Quality Assurance in Quantum+ (under Risk Tools) the Development Project procedures have been updated, as follows:
Step 1.0 Appraise the quality of the project in the local project appraisal committee - The new Project Quality Assurance (QA) Design and Appraisal (Quantum +) link and the Project QA Design and Appraisal User Guide (Quantum +) have been added.
Step 2.0 Update and approve the final quality assurance report in the Corporate Planning System - The new Project Quality Assurance (QA) Design and Appraisal (Quantum +) link and the Project QA Design and Appraisal User Guide (Quantum +) have been added.
Step 5.0 Apply the Gender Output Markers and activate the project in Quantum - The Gender Marker has been replaced with Output Markers and Atlas - Project ID has been replaced with Quantum – project number.
Step 7.0 Initiate the project - Atlas has been replaced with Quantum.

This update is to extend the date of transition of partner personnel currently on Service Contracts to Partner Personnel Service Agreement from 31 December 2023 to 30 June 2024.
The Supplementary Protocols for Crisis Contexts complement the updated SOPs for Immediate Crisis Response to address crisis more holistically at an organizational level and are published as a related policy. The Supplementary Protocols were developed through distilling lessons from 17 UNDP priority countries over the past 18 months, guiding UNDP’s response in Anticipate & Prevent settings and in Fragile & Protracted contexts. The protocols are fully aligned with UNDP’s Enterprise Risk Management policy

The Supplementary Protocols complement the updated SOP for Crisis Response and Recovery to address crisis more holistically at an organizational level and are published as a related policy in the SOP for Crisis Response and Recovery policy page. The Supplementary Protocols address crisis more holistically at an organizational level, as defined in UNDP’s Crisis Offer, including through investing more in Anticipation & Prevention of crisis (“Getting ahead of the crisis curve”), and through providing more sustained and predictable corporate engagement in Protracted & Fragile contexts (“Breaking the cycle of fragility”) – key aspects of the Crisis Offer that were premised strongly on feedback from UNDP Country Offices during its formulation. The protocols were developed through distilling lessons from 17 UNDP priority countries over the past 18 months, guiding UNDP’s response in Anticipate & Prevent settings and in Fragile & Protracted contexts. The protocols apply to country specific as well as to sub-regional engagements and are fully aligned with UNDP’s Enterprise Risk Management policy.

The SOP for Crisis Response and Recovery aims to provide a robust institutional and operational framework so that critical decisions and actions can be taken quickly in response to crisis situations at country, regional or global level. The SOP also aims to ensure a transparent and fast process for Country Offices to request and receive critical corporate assistance to respond to a crisis and initiate early recovery activities. The SOP is fully aligned with UNDP’s Crisis Offer and not only regulates UNDP’s engagement in response and recovery contexts, but also defines our approach to crisis anticipation and/ or prevention as well as our support mechanism in protracted and fragile settings.
