The PCAT template has been updated to align with the Anti-Money Laundering and Countering the Financing of Terrorism policy. The updated PCAT template, which includes the link to the Self Certification (Programming – Entities) template, is published in Step 2.0 of the Select Implementing Partner procedure.

​The following PPM chapters have been updated to align with the January 01, 2021 HACT changes:Select Implementing Partners (policy clause 7 and procedure step 2.0)Select Responsible Parties and Grantees (policy clauses 6 and 17; procedure table 1, step 3.0)Deliver Results (procedure step 3.0) Additionally, the Partner Capacity Assessment Tool (PCAT) has been updated to align with the HACT updated thresholds and also includes procurement capacity assessment for GEF & GCF-funded projects. 

Updates were made across the programme and project management chapter of the POPP to reflect the shift from the UNDAF to the UN Cooperation Framework. Selection of an Implementing Partner

Pending approval by Operations Group the quidelines will:

  • Offer instruction on selection of government coordinating agency (important in complex multi-partner arrangements where overall results depend as much on cohesion as on individual partners delivering on their commitments);
  • Acknowledge situations in which vertical funds pre-select implementing partners principle recipients/Global Fund, etc.);
  • Clarify the CSOs implementation and linkage to CSO toolkit checklist;
  • Clarify under what circumstances should UNDP sign a letter of understanding with an implementing partner;
  • Clarify further the project oversight role of a country office;
  • Describe in more detail the role of potential implementing partners in defining a programme to address conflicts of interest;
  • Clarify clearance procedures for direct implementation;
  • Explain the circumstances under which cash transfer arrangements should be modified;
  • Emphasize that audits should be harmonized with other United Nations agencies where applicable;
  • Clarify that national partners can be selected for regional programmes;
  • Clarify the role of inter-governmental organizations and non-government organizations as implementing partners and responsible parties.
