The solicitation templates for Invitation to Bid (ITB) and for Request for Proposal (RFP) - USD 200K and Above have been updated to align with the recent clarification updates in paragraph 47 of the Solicitation policy on how to manage alternative bids in the solicitation process.

The Procurement Methods policy has been updated with revised hyperlinks of the following solicitation templates: ITB, RFP, RFQ, RFO and RFP for Low Value Requirements. The templates have been updated to adopt UN HLCM templates for use by UNDP and to reflect UNDP's transition to its new cloud-based management platform Quantum/UNall in January 2023. The Procurement Methods policy has been updated with revised hyperlinks of the following solicitation templates: ITB, RFP, RFQ, RFO and RFP for Low Value Requirements. The templates have been updated to adopt UN HLCM templates for use by UNDP and to reflect UNDP's transition to its new cloud-based management platform Quantum/UNall in January 2023. The templates have also been aligned with the provisions of the Anti-Money Laundering and Countering the Financing of Terrorism Policy.

The Request for Proposal for Low Value Requirements (less than USD 200,000) template has been revised to reflect UNDP's transition to its new cloud-based management platform Quantum/UNall. The revised template also includes a section on bidders' declaration and is aligned with the provisions of the Anti-Money Laundering and Countering the Financing of Terrorism Policy.

​Paragraphs 20 and 22 of the policy have been updated to align with the already published provisions on Micro-purchasing that is now processed in Quantum.

​The threshold of Request for Quotations (RFQs) has increased from US$150,000 to US$200,000 to align with the increase in the delegated authority to Heads of Business Units with the continued systemic use of eTendering. This measure is mainstreamed in the launch of the new harmonized RFQ template established in collaboration with other UN Agencies by the HLCM Procurement Network. The RFQ is linked in clause 4.b. of the Solicitation policy and in clause 29 of the Procurement Methods policy.
​The Micro-Purchase Canvass form linked under clause 22 of the Procurement Methods policy has been updated to ensure that the vendor sanctions lists are verified for micro-purchasing processes.
