The Pre-Approved Operations and Programmatic Special Measures for Early Recovery Packages and Crisis Programming have been published under Related Documents of the Standard Operating Procedure for Crisis Response and Recovery policy page. The Special Measures have been developed by the Crisis Bureau (CB) in partnership with the Bureau for Management Services (BMS) and the Bureau for Policy and Programme Support (BPPS), and comprise of a set of pre-approved waivers and flexible approaches that are applicable for country offices where there is a declared crisis level. The implementation of Early Recovery Packages will ensure that critical programmatic interventions are delivered to crisis-affected populations in a timely manner. The Pre-Approved Operations and Programmatic Special Measures for Early Recovery Packages and Crisis Programming complement existing UNDP policies and procedures and are to be used only for the duration of the crisis level, and cover: 

  • Operations areas: Finance, Procurement, Human Resources and
  • Programmatic areas: NGO/CSO engagement, Private Sector Screening, Project Formulation (Project Initiation Planning). 

UNDP country offices must follow the Operating Guidelines for Pre-Approved Operations and Programmatic Special Measures for Early Recovery Packages and Crisis Programming.

The Crisis Response and Recovery SOP has been updated as follows:

  • The revised SOP document is aligned to UNDP’s Crisis Offer along with new terminologies and structures in UNDP’s Crisis Bureau.
  • Roles and responsibilities are clarified for all those involved in UNDP’s Crisis Board and Crisis Management Support Team (CMST).
  • A specific timeline (6 months) has been established to close the phase of corporate support to a crisis response from the UNDP’s Crisis Bureau’s side.
  • An overview of the Crisis Response and Recovery Process has been added as an annex.
  • Communication, partner engagement and resource mobilization sections have been revised and key communication actions and messages were added as annex.
  • Operations sections have been reviewed and aligned with recent organizational changes, and additional measures to fast-track implementation have been added.

The Supplementary Protocols for Crisis Contexts complement the updated SOPs for Immediate Crisis Response to address crisis more holistically at an organizational level and are published as a related policy. The Supplementary Protocols were developed through distilling lessons from 17 UNDP priority countries over the past 18 months, guiding UNDP’s response in Anticipate & Prevent settings and in Fragile & Protracted contexts. The protocols are fully aligned with UNDP’s Enterprise Risk Management policy.
