When a crisis response level is declared. For Crisis Response Levels 2 and 3: In line with the Standard Operating Procedure for Immediate Crisis Response, the Crisis Board will approve the allocation of assessment and coordination resources, following agreement on the level of the crisis. For level 2 up to $ 150,000 allocation For level 3 up to $ 200,000 allocation.
In exceptional circumstances, the Crisis Board may approve an amount higher than prescribed by the SOPs for level 2 and 3 crises. Allocations will be made subject to CRU confirmation of resources availability.
For Level 1 Crises: with the declaration of a Level 1 crisis (in line with the Standard Operating Procedure for Immediate Crisis Response), CRU and the relevant Regional Bureau will agree on the amount of assessment and coordination resources to be allocated, up to $100,000. Allocations will be made subject to CRU confirmation of resources availability.

Explanatory Notes
Following the crisis triggering event and/or once received communication from the country office, the Crisis Bureau will gather initial information to inform the decision on the crisis response level (please consult the SOP for immediate crisis response for an explanation of the five evaluation criteria) and make an initial estimation on the allocation for assessment and coordination resources (in the UNDP Standard Operating Procedure – SOP - for immediate crisis response these resources are referred as TRAC 113 funding for coordination and assessment). The Crisis Bureau may consult the country office, the Regional Bureau and other sources for additional information on the crisis and country office needs. The Crisis Bureau, in close coordination with the Regional Bureau and Central bureaux, will prepare a draft Exigency Memo that will include the proposed crisis response level and the proposed resource allocation to the country office. For crisis response levels 1, 2 and 3 once the Exigency Memo is signed, the Crisis Bureau will send an allocation letter to the country office confirming the amount released and respective fund code. The allocation of assessment and coordination resources has a strict maximum duration of 6 months. The allocation letter will indicate country office responsibility for ensuring that UNDP programme and project management policies and procedures in the Programme and Project Management Section of the Programme and Operations Policies and Procedures are complied with, and that the approved resources are used in line with the conditions and instructions of the Crisis Bureau, as well as in accordance with UNDP financial rules and regulations as set out in the Financial Resources Management Section of the Programme and Operations Policies and Procedures. The Country Office is also responsible for delivery of the funds within the 6 month period.

Steps
For Undeclared Crisis Situations Immediately following an event which warrants immediate emergency support, the UNDP Resident Representative sends a request to the Crisis Bureau, copied to the respective Regional Bureau for an allocation of assessment and coordination resources to be allocated, up to $100,000.

When no crisis response level is declared (Step 1) For undeclared crisis situations: The request from the RR to the Crisis Bureau must be accompanied by:
- The latest situation report (e.g. UNOCHA SITREP);
- Planned outputs and activities, including a high-level breakdown of the budget by filling the template to request UNDP Crisis Assessment and Coordination Resources for events with No Crisis Response Level declared.
- The declaration of a State of Emergency (if warranted)
- Official request for support from the Government (if warranted)
Request for resources can be made for each distinct event within the same country.

Steps
The Crisis Bureau reviews the request and decides based on the following criteria: - A state of emergency has been declared
- The United Nations has received an official request for support from the government
- Support to national response coordination capacity is required
- Support to UN coordination capacity, including UNDP country office and regional centers, is required
