Summary of Changes
​TheCO and RO ICT Security Guidelines have been launched in first quarter of 2009. They provide security guidelines for UNDP Country and Regional Offices. ICT managers, in cooperation with administrative officers, RIOs or RRs and other appropriate personnel, must conduct an annual review of user and system operation practices to evaluate compliance against existing BOM OIST security protocols and procedures. These security best practices and protocols may also assist regionally-based personnel (for example, RIM, Regional Director, etc.) and OAI/LSO personnel when visiting Country Offices.

Selection of an Implementing Partner

Pending approval by Operations Group the quidelines will:

  • Offer instruction on selection of government coordinating agency (important in complex multi-partner arrangements where overall results depend as much on cohesion as on individual partners delivering on their commitments);
  • Acknowledge situations in which vertical funds pre-select implementing partners principle recipients/Global Fund, etc.);
  • Clarify the CSOs implementation and linkage to CSO toolkit checklist;
  • Clarify under what circumstances should UNDP sign a letter of understanding with an implementing partner;
  • Clarify further the project oversight role of a country office;
  • Describe in more detail the role of potential implementing partners in defining a programme to address conflicts of interest;
  • Clarify clearance procedures for direct implementation;
  • Explain the circumstances under which cash transfer arrangements should be modified;
  • Emphasize that audits should be harmonized with other United Nations agencies where applicable;
  • Clarify that national partners can be selected for regional programmes;
  • Clarify the role of inter-governmental organizations and non-government organizations as implementing partners and responsible parties.

Summary of Changes

​With this revised Policy, Delegated Procurement Authority for the management of ICs is USD 150,000 for all Business Units (over 100k, the case must be reviewed by Contract Assets and Procurement Committee.)​

  • COs may have ICs with durations up to 24 months (over 24 months, Bureau Director or Resident Representative (if delegated) approval of duration is required) – though it is important to note that consultancies are typically recommended for short-term interventions, usually up to 12 months
  • COs may have IC daily fees up to USD 1,350 (over $1,350, RR approval is required with notification to the Bureau Director).

Protection against Retaliation

Summary of Changes

This revised policy includes the increased timeframe for a person could seek protection, from 60 days to six months. Additional clarification is made by adding "more likely than not" a causal connection exists between the protected activities and the detrimental action that has been taken or threatened against the individual, in order to establish a prima facie case.
