The following three minor changes have been made to the PMD policy: 1) The policy has been revised to modify the titles of the overall rating options to: ‘Successfully meets performance expectations’ and ‘Does not fully meet performance expectations.’ The definitions of the ratings were updated to capture that ‘Successfully meets performance expectations’ refers to instances where the individual meets all or most of the performance expectations. 2) The policy updates also include updating the TMRG (Talent Management Review Group) to TMC (Talent Management Committee). 3) Lastly, the policy has been modified to establish that the recommendation for a certificate of special recognition should be endorsed by the second-level supervisor and approved by the Head of the Office instead of the TMRG. If the person reports to the Head of Office, then the Head of Office will provide the final endorsement.

The policy has been revised to clearly specify the terms and conditions for termination of staff appointments including the amount of the termination payments which are applicable. 

The policy has been updated to align with the updates in the ICF policy and clarify the roles and responsibilities of BMS/OHR versus BMS/GSSC.

​The IPSA policy has been amended to remove inconsistencies in the approval authority for direct recruitments, and clarified the performance evaluation process.

​The NPSA policy has been amended to clarify the limits in setting the initial remuneration, the performance evaluation process and the conditions applicable for requesting the deposit of local NPSA remuneration in an account other than a local bank account. The Guide on Titles, Levels and minimum qualification requirements was amended to correct an inconsistency in the number of required years of experience for higher level NPSAs.

Salaries

​The policy has been revised to clearly specify the reasons, terms and conditions for all permitted salary advances as well as the types of request for salary advances which are not allowable.

Internship

​Provisions have been included in UNDP’s internship framework to provide for remote interns who are eligible to a reduced stipend at the remote internship rate. Offices in non-family duty stations and other dangerous locations which are not permitted to offer in-person internships, will now be able to offer remote internships. Specific guidance to managers on how to best engage interns remotely is provided.

The National Personnel Services Agreement (NPSA) policy has been reformatted and amended in the following areas:
• Clarification of general conditions and legal status of NPSAs
• Clarification of selection process for different types of NPSAs
• Duration of regular and short-term NPSAs
• Provisions related to issuance of regular NPSAs
• Clarification that NPSAs are not Internal candidates for UNDP staff vacancies
• Process for making modification to NPSA functions
• Conditions for parental leave for birth parents during the first year of the NPSA contract
• Conditions for NPSAs to take unpaid leave
• Confirmation that NPSAs can undertake detail assignments
• Provision of flexibility for NPSAs serving on national Implementation projects
• Possibility for creation of special NPSA remuneration Scales under certain conditions
• Extension of overtime entitlement to NPSA levels 4 to 7

This update is to extend the date of transition of partner personnel currently on Service Contracts to Partner Personnel Service Agreements from 31 January 2023 to 31 December 2023.
