The updated Standard Operating Procedure (SOP) for Immediate Crisis Response policy is now available in French. To access the documents, click on the French language tab.
The following changes were made to the SOP and Crisis Assessment main policy pages as part of mainstreaming efforts:
1. TRAC 1.1.3 Category II Resources will now be called "Crisis Assessment and Coordination Resources". There are also new procedure steps in section 3.0.
2. The Fast Track policy page has been removed from POPP. The four provisions it contained have been moved to the related policies section 2.0 of the SOP page:
1) Financial Management Provisions
2) Programme and Project Management Provisions
3) Partnership Management Provisions
4) Information and Communications Technologies Provisions
3. The following has also been added to related policies section 2.0 of the SOP page:
5) Developing a Business Case for Local Presence

3. Engagement with NGOs under Country Based Pooled Funds, August 7th, 2018
The procedure section, "Relevant Documents and Guidelines" was added to the NGOs under Country Based Pooled Funds main policy page. The relevant documents and guidelines are available here, in the Crisis Response folder of the POPP library. This folder is also linked to the procedure section under "explanatory notes".
2. Guidelines on Engagement with NGOs under Country Based Pooled Funds, December 1st, 2016
Country Based Pooled Funds (CBPF) are designed to support cluster coordination and stronger humanitarian leadership. Such funds are made available to UN agencies and NGOs that participate in the country's consolidated appeals process (CAP) or Humanitarian Response Plan (HRP). The Guidelines on Engagement with NGOs under CBPF supplements OCHA's Operational Handbook for CBPFs (2015), and provides guidance to Country Offices acting or considering to act as Managing Agent.
Currently, UNDP Country Offices in the Central African Republic, the Democratic Republic of Congo, South Sudan, and Sudan are Managing Agents for CBPF grants to NGOs. This work is not only important in the context of the UN's humanitarian delivery in protracted crisis situations, but also advances an agenda where local actors are at the forefront of this response. The capacity-building work that UNDP does through the CBPF's also contributes to programming that advances better collaboration across the humanitarian and development nexus. 1. Crisis Response SOPs Revision, April 26th, 2013
The Standard Operating Procedures (SOPs) for Immediate Crisis Response have been revised to define Crisis Level 3 as corporate emergencies, which come under the direction of the Associate Administrator. A revised trigger and activation process will ensure a faster organizational response. The division of labour between the Crisis Board and Executive Team are clarified and the option to reinforce CO management capacity in the event of a major crisis is introduced.
